The carriers offer connections in to their SMS systems through which authorized companies can send and receive the data. When one sends a text message from one phone to another, it is a simple transaction with the text going to that phone. If one sends a text message to Papa John's pizza for instance, that TEXT gets routed to the computer at the NMS type company handling that account. The receiving computer responds and a reply is sent back to the originators phone. So if you want to receive messages in for some reason, you contract with a company like NMS to setup an inbound TEXT address and process those messages. We provision that so all carriers recognize that inbound address and you setup with us, what to do with the TEXT when they come in. Similarly, when companies want to send a lot of text messages out, they use an NMS like company to connect their computer in to the carriers.
